Network Rail sought to re-design the existing car park at York Railway station to allow for the creation of a new multi storey car park and a residential development, served by a new access junction onto Queen Street. The design also included public realm improvements, access to a new bus stop and additional footway/cycle access. TPI (now part of Motion) provided various feasibility options, based on a topographical survey of the site, to assist the client in deciding how the site could be redeveloped.

From a highways perspective, the key aims were to ensure sufficient station parking supply remained post-development, whilst also maximising developable land. The design also sought to ensure that pedestrians and cyclists were adequately catered for. The design work was produced to Department of Transport design standards in accordance with Design Manual for Roads and Bridges. Vehicle swept path analysis assisted the design process.
