Motion is advising The Crown Estate on a planning application for up to 1,000 homes and a district centre on land located to the east of Axminster, Devon. The proposals include the assessment of a number of offsite highway junctions and the design of a new relief road.

The design for the relief road has been complicated by the challenging topography of the site and the requirement for the road to cross a watercourse. In order to facilitate the relief road, the Motion team has proposed reconfiguring the local highway network. Several alignments have been considered, to minimise the volume of the cut and fill, and the impact of the watercourse crossing. Motion has also prepared a budget cost estimate for the enabling highway and relief road works.

The Crown Estate land forms part of a larger masterplan. Proposals have been developed to either bring the site forward as part of the wider masterplan, or, alternatively, in advance of the adjacent land holdings.
